Workers in Victoria are not permitted to perform work at their workplaces unless the workplace is either an authorised provider or service, or the workers themselves are authorised (visit this page to see a list of authorised providers and workers). Workplaces in Victoria are required to enforce this policy.
It is the responsibility of the employer to ensure that their staff members have the appropriate documentation in the form of a worker permit in the event that they are required to report to a work site. Below you'll find information and instructions on how to apply for an authorised worker permit in New South Wales.
Additionally, the permit enables parents and guardians to enter early education centers, such as daycare facilities, kindergartens, and the like. There are some requirements to be met, and further details can be found down below.
Employers who issue worker permits to authorised employees who do not meet the requirements of the worker permit scheme or who otherwise breach the scheme requirements are subject to fines of up to $109,044 for businesses and up to $21,808 for individuals. Any individual or business that is found to be in violation of the requirements of the scheme will be subject to immediate fines of up to $1,817 (for individuals) and up to $10,904 (for businesses). Return to School in NSW
Having access to child care
Childcare, kindergarten, and early childhood services are only available to children who are vulnerable or who are the children of authorized workers who are unable to work from home or who do not have access to supervision in their homes.
Beginning at the stroke of midnight on the 23rd of August, authorised workers will be able to access childcare, kindergarten, and early childhood services (and bring a child to a center) if any of the following conditions are met:
- at least one parent or guardian is authorized to work, possesses a valid authorised worker permit, and is working either at home or on site, and at least one parent or guardian is working to support the family financially.
- They are unable to come up with alternative arrangements for supervision.
An employee with the appropriate authorization who is required to work rotating shifts (e g a parent who works nonstandard hours (for example, the overnight shift at a hospital) is able to send their child to a child care facility or an early childhood service so that they can get some rest.
Childcare, kindergartens, and other educational facilities require you to present either your worker permit or an ID card issued by your employer.
How to fill out the application for a permit to leave the LGA
You can get the permit by downloading the application from up there. The permit needs to be current and have the approval of an employer.
Additionally, childcare, kindergarten, and early education centers are available to vulnerable children's parents and primary caregivers. This does not require a permit to be done.
There is no need for a permit to provide child care in the home for children who are either dependent on their parents or who are the children of authorized workers.
(Note: If you are an authorized worker who was already issued a permit prior to Sunday, August 22 at 11:59 pm for the purposes of going to your work premises, you can use that permit as proof for the purposes of childcare if you were issued the permit for going to your work premises. Eligible workers who do not have a permit issued prior to Sunday, August 22, 11:59 pm will be required to apply for the current form, which will be provided to childcare, kindergarten, and early childhood services by Monday, August 23, 11:59 pm. The application period will begin on Sunday, August 22, at 11:59 pm and will end on Monday, August 23, at 11:59 pm. )

Having access to schools
Only children who are considered to be at risk of harm or children of authorized workers who are not working from home are permitted to attend school. Children of authorised workers who are of school age and have a parent who is an authorised worker and who works from home are not permitted to attend school.
Only the following conditions allow children of authorized workers who are of school age to attend classes:
- Both parents or guardians are authorized to work, have a valid authorised worker permit, and are not working from home. In the case of a family with a single parent, only one parent or guardian is required to be authorized to work.
An authorized worker who is unable to work from home and who is required to work shift work (e.g., a nurse, a teacher, or a police officer). g parents (such as those working the graveyard shift at a hospital) have the option of sending their children to school outside of normal business hours so that they can get some rest.
It is not necessary for you to present your worker permit when you visit the school according to the Directions. It is possible for the Department of Education to make the presentation of a permit a prerequisite for on-site attendance for authorized workers.
It is allowed for a child or young person who is considered vulnerable to attend school, and a permit is not necessary for this.
Employers will need the following in order to apply for a worker permit:
- name, Australian Business Number (ABN), company address, and trading name
- information regarding the employee's name, address, and date of birth
- the anticipated hours, dates, and length of time that the employee will be required to work,
- the location of the employee's place of employment
- to be in compliance with all eligibility requirements, one of which is that the enterprise be a permitted activity
- to comply with all of the applicable legal obligations
- in relation to any work premises, to be in possession of a COVIDSafe Plan at all times
- to delegate the responsibility of issuing the worker permit to one or more individuals and to include those individuals' contact information on the permit
Instructions on how to obtain a worker permit
Each worker who is required to be present at the site must be issued a worker permit that is specific to them and contains all of the necessary information.
Employers are required to:
- You can get an Authorised Worker Permit by downloading it and filling it out.
- Employers are required to use this model for any and all worker permits issued in accordance with this program.
- Put your signature on the work permit. You have the option of printing it out and signing it, or signing it electronically.
- The worker permit must be signed by an authorized employee or representative of the company. This individual might be the Chief Executive Officer, a Human Resources manager, or an Operations Manager.
- They are required to take responsibility for the information that they provide.
- It's possible that Victoria Police or other law enforcement agencies will get in touch with them to confirm the details.
- Make sure to get the employee's signature on the worker permit. They have the option of printing out their signatures or signing electronically.
- You can send the worker permit to your employee via email or text message.
- Once only, a worker is allowed to go to work without a worker permit in order to obtain their initial permit.

Travel Registration NSW
If you live in Greater Sydney, you will be required to register to travel outside of Greater Sydney in certain circumstances beginning at 12:01 am on Saturday, August 21, 2021, if you live in Greater Sydney.
How to apply for permission to leave the LGA
For the purposes of this travel registration, Greater Sydney does not include Shellharbour or the Central Coast. Use our address checker for travel registration to determine whether or not you are required to register your upcoming trip.
The duration of your registration is limited to no more than 14 days. If any of the following apply to you, you will need to reapply for a travel registration:
- you are going to be gone for more than a week and a half, or
- your departure and arrival times have to be adjusted due to a change.
You are obligated to keep your travel registration and any supporting documents on your person at all times so that you can hand them over to the NSW Police if they make the request.
Please register your travel within the state of NSW.
In order to travel, you are required to register if you are a:
- traveling for work more than 50 kilometers outside of Greater Sydney and you are any of the following:
- you are looking at houses because you actually need somewhere to live and are not interested in buying investment properties.
- shifting between residences, including journeying to your second home if any of the following apply to you:
- are using the home as a place of business (in which case, only the worker is permitted to travel), or
- unless there is an emergency that requires immediate maintenance, repairs, or attention to the welfare of animals (in which case, only one person is allowed to travel to the second home).

- your name, address, email address, and phone number should be included.
- your itinerary (including where you will be staying, working, and visiting), including any relevant dates.
- your travel dates
- the names and phone numbers of any dependents you are responsible for, if applicable

NEW PROTECTIONS AND COMPLIANCE RULES TO CARRY NSW THROUGH TO VACCINATION TARGETS
- As a response to the evolving Delta outbreak, New South Wales will extend the current lockdown in Greater Sydney until the end of September and introduce new rules targeting the local government areas of concern, which is where the vast majority of newly reported cases are occurring.
- Additional regulations for the local governing authorities of concern:
- From 12 Residents and businesses in the LGAs that are of concern will be subject to the following additional regulations beginning at 01:00 on Monday, August 23:
- In order to help reduce the amount of movement made by young people, curfews will be implemented from the hours of 9pm to 5am (with the exception of work, emergencies, and medical care);
- One hour per day is all that can be spent exercising outside;
- The following types of retail premises are required to close, with the exception of those that offer click and collect services: garden centers and plant nurseries, office supply stores, hardware and building supply stores, landscaping material supplies, rural supply stores, and pet supply stores (tradespeople are allowed to shop in-store where applicable); and
- With the exception of the High School Certificate, all tests and other activities related to education or professional development will move online. The government will, at the appropriate time, provide additional details regarding its educational program.
- The following new restrictions will be introduced surrounding workplaces and authorised workers in the LGAs of concern:
- The deadline for receiving the first vaccination dose is the 30th of August for childcare workers and disability support workers who live or work in the LGAs that are of concern;
- Authorized workers who work outside their LGA of concern are only allowed to continue working if rapid antigen testing has been implemented at their place of employment or if they have received their first vaccination dose by the 30th of August.
- Beginning on Saturday, August 28th, authorised workers from the LGAs of concern will be required to carry a permit to travel from nsw service declaring that they are an authorised worker and cannot work from home; and authorised workers will also be required to carry a copy of their work authorization card.
- Beginning on Saturday, the 28th of August, anyone entering an LGA of concern for the purposes of work is required to carry a worker permit issued by nsw service.
- From 12 Workers from the Canterbury-Bankstown, Cumberland, and Fairfield Local Government Areas will no longer be required to have been tested for COVID-19 in the preceding 72 hours in order to work outside of their LGA beginning at 01:00 on Monday, August 23.
- In addition, the New South Wales Police Force will be granted special powers including:
- A mandate granting the Commissioner of Police the authority to lock down apartment complexes pending the results of a COVID risk assessment;
- The ability for the Commissioner of Police to declare a residential premise to be a high-risk location for the spread of COVID and to require all occupants to present themselves to the police during compliance checks;
- The ability to give a person who has been issued with a notice of infringement the direction to return to their place of residence; and
- If a person who does not normally reside in an LGA of concern is discovered to be present in an LGA of concern without a valid reason, they will be required to pay a fine of $1000 and remain isolated at home for a period of 14 days.
- Additional measures for the Greater Sydney area (including those for the rest of New South Wales until August 28).
- From 12 Greater Sydney, including the rest of New South Wales up until the 28th of August, will also have the following supplementary regulation put into effect at 01:00 on Monday, August 23:
- When you are outside of your home, you are required to wear a mask, with the exception of when you are exercising.
- Due to the fact that there have been several incidents at Early Childhood Education and Care Services, parents and caregivers across the state are being strongly encouraged to keep their children at home unless there is a compelling reason for them to be present at the services in question.

INCREASED SUPPORT FOR LEARNING FROM HOME
- With the implementation of guided learning packs in NSW public schools and the provision of additional training for educators, it is now simpler for both parents and teachers of primary school students to facilitate their children's education at home.
- The guided learning packages have been developed by a team of curriculum experts and designers to ensure that they are user-friendly for students, parents, and carers. They have been designed specifically for students in grades K–6, and they have been developed specifically for students in those grades.
- They include teacher guidance, open-ended activities, and wellbeing checks as well as a full week's worth of learning activities with stage-specific video content.
- Each week, students in grades K-6 are taught material from all of the curriculum's subjects, and each day begins with an activity that focuses on the students' overall wellness. Additionally, there is a break for the students' minds in the middle of the day, and there are additional activities for students who complete their assignments early.
- The packs are not required, but they do offer a means for educators to supplement methods that are already successful for them.
- In addition, the Department of Education is currently offering brand new professional development courses that can be completed entirely from the comfort of one's own home. These courses were developed with the knowledge gained from both the previous school year and the current learning from home period.
- In addition, the Learning from Home Hub is constantly being updated with new and useful resources for students, teachers, and parents, and it received over 2 million visits in the previous month.
NSW GOVERNMENT EXTENDS FINANCIAL SUPPORT FOR TENANTS AND LANDLORDS
- The Residential Tenancy Support package will be extended, as per an announcement made by the New South Wales government, which will result in increased safety for tenants and increased financial assistance for landlords.
- The Residential Tenancy Support package will now be paid for a second month, and eligible landlords can now apply for up to $3,000 to cover the two months starting July 14, 2021, provided that they have lowered their tenant's rent by at least that much. This change will take effect from the beginning of the following year.
- Landlords who have already applied for the program can submit a second application, and landlords who have not yet applied can submit a single application for the total amount of rent that can be waived, which can be up to $1,500 per month.
- In addition, landlords will have the choice to submit an application for the COVID-19 land tax benefit rather than submitting an application for the Residential Tenancy Support Payment. This benefit is an offset of the landlord's land tax liability that is equal to the rent reduction that was awarded.
- During the moratorium period, which begins on the 14th of July and continues until the 11th of September 2021, eligible COVID-19 impacted residential tenants who are unable to make their residential rent payments will be protected from eviction.

ADDITIONAL COVID TESTING LOCATIONS IN ORDER TO SUPPORT FREIGHT
- Along key regional freight routes, two additional freight-friendly pop-up testing sites are opening to support the industry and keep drivers COVID-Safe.

NEW ACTION PLAN OUTLINES BOLD VISION FOR HIGHER EDUCATION SECTOR

- Assistance and funding should be provided for workers who have been displaced from their jobs.
- Improve the experience of international students by implementing a new integrated digital platform and promoting the global contributions that higher education providers make in addition to the courses they offer.
- The Action Plan is now downloadable from the internet and will be revised on an annual basis.
ASSISTANCE IN TIMES OF EMERGENCY PROVIDED TO ARTISTS AND ORGANIZATIONS RELATED TO THE ARTS AND CULTURE
